Delivering climate information requires access to reliable climate and weather data, but the collection and processing of hydro-meteorological data is significantly underfunded in Sub-Saharan Africa (SSA). National meteorological and hydrological agencies (NMHAs) have the mandate to observe, forecast and issue warnings for pending weather and climate threats. Currently there is a great opportunity to ensure that NMHAs have appropriate capacities, governance framework and financial infrastructure to deliver on this mandate, but to do this effectively, accurate identification of, and investments in, capacity gaps are key.
To discuss this in more depth, this webinar draws together panelists from the World Meteorological Organization, AGRHYMET Regional Centre, International Research Institute for Climate and Society, and the Rwanda Meteorology Agency to discuss the above questions.
The World Meteorological Organisation will showcase a checklist for NMHAs with some reflections of how projects use a tool like this to identify and address needs and capacity gaps.
International Research Institute for Climate and Society will present a tool to enable NMHAs to quantifiably articulate their capacity gaps. This work builds on existing approaches and has implications for future capacity assessments.
AGHRYMET Regional Centre will present their experiences from recent capacity assessments for Niger and Malawi, focussing on key learning, surprises and reflections.
Finally, Rwanda Meteorology Agency (Meteo Rwanda) will respond to the previous speakers on how the assessment and metric tool approaches align with their own needs.
